one question.. why are people with a armoured vest sitting on desks?
Of course a CSI team will be created, but I am not that interested in the garage.
As for the bulletproof vests, i suppose you refer to the entrance officer, and the Special Units commander? well the second is ready to leave on a training course, if you notice the SWAT team have a theory class next door, and he is getting ready to take them to an open field
... and have you ever seen an entrance being guard by an officer without a bulletproof vest?
