I have never come across this flooring before (the chequered ones)

Are they even Playmobil?

It just looks very similar in shape/size to the foundation pieces to Steck buildings $:-\$

It seemed vaguely familiar somehow but a search on playmoDB under floor and base didn't turn anything up.

They are Playmobil station platforms, I have some on my exhibition layout.
