I think this person ordered these pieces from the 3666 castle in a parts order. When you get a parts order, all the smaller parts come in factory-sealed bags.

Yes and in other cases sellers can seal bags to make them appear "new". I've seen people use the same device used to bag food. I can't think of the official name but I remember the infomerical.  8}
