I have just put it on top of one of my banks this afternoon and it looks great, although I can't understand how the stairs work

for example, how to use the stairs to get to the top.

Elaine, maybe this picture from the 1978 catalog will help. The stairs hook onto the 2nd floor baseplate in front of the 2nd floor building.

I am really shocked by this statement - you are not new to Playmobil so use your imagination or try it out... (although now you have seen it already in the pictures).
