Btw:
"Rathaus" (German) is
"raadshuis" or
"stadshuis" here in Dutch and is
"City Hall" in English.
"Ratskeller" could be litterally translated as
"City Hall's basement" (it's called
"raadskelder" in Dutch).
It
usually refers to a tavern or restaurant just below street level. Reason is in medieval times, the cellar/basement of a city-hall was often used as a tavern.
First pic attached is the inside of the
"raadskelder" (Ratskeller) in my city Ghent, in Flanders (Belgium).
In this case the
"raadskelder" is not in the City Hall but right next to it, in a building aside the
"Belfort" (could be translated as "Bell Fortress" in English). The
"Belfort" is a big tower with a huge bell in it - like the
"Schuldturm" from Playmobil - to sound the alarm when there was a fire or when hostile troops were approaching the city.
