collector's book the rarity system

i wanted to ask with wich criteria does the collectors book say how rare is every item?

The book says the following:

The Rating System....is only a guideline which describes the rarity of the individual items including their original packing.  It does not reflect the actual collectors' value."

i agree but with what criteria the author uses the rarity system . how he knows how rare is an item?

I would guess based on age of the item, likely number produced and type of packaging.

The different versions, for example set number outline, set number black... (the number is an outline no black filling...and the second editions are black filling in the letters...)

Axel did the book together with several well-known collectors...
I guess there is not a clear set of rules as they judged the rareness by their own experience.

i see that's why some sets are considered as common and can't be found and some rare are more found but the book is in genural correct for the rarity and all the information it gives!!!!!!!!!
