The first issue that needs to be discussed is that Playmobil City Emergency Services has 8 radio channel frequencies. The channels are as follows;
Channel 1 is Playmobil City Fire Department District 1 dispatch channel.
Channel 2 is Playmobil City Fire Department District 2 dispatch channel.
Channel 3 is Playmobil City Emergency Medical Services dispatch channel.
Channel 4 is Playmobil City Police Department dispatch channel.
Channel 5 is Playmobil City Fire Department District 1 secure fire scene work channel.
Channel 6 is Playmobil City Fire Department District 1 secure fire scene work channel.
Channel 7 is Playmobil City Fire Department District 2 secure fire scene work channel.
Channel 8 is Playmobil City Fire Department District 2 secure fire scene work channel.
Channels 5,6,7, & 8’s frequencies are not released to the public or employee's families for any reason to prevent personal scanners from receiving confidential information transmitted during Playmobil City Fire Department working on active fire scenes. If it is discovered that any personnel has provided this secure information to any non department individual without authorization, it could cause immediate job termination for the responsible personnel. All radios are frequency programmable, & these work channels are changed often to stay secure. All Playmobil City emergency service system radio's installed in vehicle's, & hand held radios have scanning capabilities to monitor all frequencies, but have to be manually set to the desired channel to transmit.
Channel 3 is for Playmobil City EMS unit's dispatch only. There are 3 other sub channels not listed that are used as work channels to correspond with the Playmobil City Hospital, & other EMS unit's.
Channel 4 is for Playmobil City Police Department unit dispatch only. This agency has 4 sub channels not listed that are used as work channels for units on scene, & for radio traffic between personnel.
All Playmobil Fire Department personnel are assigned an ID number when assigned to a district, station, & an apparatus. For example, if a firefighter is assigned to Playmobil Fire Department District 2, Station 3, Ladder Truck vehicle type 5, there maybe a total of 8 firefighters assigned to this ladder truck on all combined shifts. A firefighter may be given a permanent ID number such as 2356 as long as their assignment stays the same. The last numbers 9 & 0 are reserved for substituting firefighters that are covering for another absent firefighter. For example 2359 or 2350 would be assigned to the substitute firefighter for that district, station, & apparatus number. Each PCFD firefighter has an ID hang tag with their assigned ID number engraved on it. These ID tags are given to their responsible apparatus OIC when assigned to a fire ground task. These tags are hung on an assignment designation board on the apparatus by the OIC. All personnel information such as absentees, & substitutions is updated daily, then downloaded onto the Playmobil City Fire Department computer network by all apparatus OIC’s. That information can then be accessed by any OIC on a scene or in station. If an incident occurs on an active scene, the team assigned with the affected firefighter will notify their responsible apparatus OIC of the situation using the firefighters name on one of the secure work channels. Firefighters will use the firefighters name because not all firefighters maybe able to remember each others ID numbers, but know each others name. The apparatus OIC will then match the firefighters name to their assigned ID number. Once this is done all personnel will use the ID number for correspondence on all channels from that point on. This procedure prevents possible family members from hearing unconfirmed information about a loved one before being properly notified.

L235 to headquarters, search & rescue team L235 assigned to the third floor attempting to locate the missing construction workers have been experiencing poor visibility, & have encountered a large hole that has been cut through the floor. The team reports that firefighter #2354 has fallen through the hole, because there were no barricades in place to prevent this situation. They are requesting any available personnel to assist the search, & rescue units already assigned to the second floor to locate firefighter #2354 ASAP. They report that firefighter #2354's PASS device has been activated, & can be heard inside the building. The below picture is of apparatus L235 OIC holding firefighter #2354's ID tag.

10-4 headquarters......... Chief 1 to all units, Playmobil City Fire Department District 1 by my authority is now in status 1 priority search mode. All available units are to check in with their OIC's. All personnel are to provide whatever team L235, & the second floor search teams need, & to make it available to them forth with.Visibility on the second floor is almost non existant.
The teams push toward the PASS device's sounding alarm, desperately looking for firefighter #2354.
A sense of urgency fills the air as they keep going in deeper.
Firefighter #2354 is located.
Firefighters start to evaluate, & check the fallen firefighter for vital signs.
The team notifies headquarters that firefighter #2354 has been located, & fire/medics are working on him. CPR has been initiated. He also has been intubated to assist in artificial respiration's.
The team prepares to evacuate the firefighter.
Firefighters bring firefighter #2354 out of the building toward the waiting EMS crew.
CPR is in progress. Firefighters line up out of respect as the fallen firefighter passes by toward the EMS crew.
A lone firefighter follows carrying firefighter #2354's helmet, & SCBA.
This is a tragic event for the PCFD. Firefighters bow their head's, & say silent prayers as their brother passes by in hopes there will be a positive outcome.
EMS crew members work on firefighter #2354 while getting ready for transport. Paramedic defibrillates @ 250 joules to start. IV meds atropine, & epinephrine are administered.
Defibrillated again @ 300 joules still no pulse. 1 AMP of sodium bicarb is given. Still no pulse.
Concerned firefighters look on as EMS crews work on their brother.

Go ahead headquarters.......Chief 1, Playmobil City Police Department has made two units available to give police escort for Medic 11, & firefighter #2354 to Playmobil City Hospital at your discretion........
