If I may make a suggestion, my guess would be that at some point in the design process there had been the intention to either have a roll bar added (like in set 4048)


 or an awning



Then they probably realized that the piece would become broken to easily by being played with by the intended user.

Interesting possibilities, although as the holes are in front of the driver it seems an unusual place for them.
