Can only use my laptop before auto help kicks in, please bear with me...resizing pics also affected by auto help pop ups.. trying more suggestions from internet

thanks Macrurun, Ive tried all those including pop-ups in browsers. the worse part is that help pane is still popping out even as I'm typing in a text file (before i open browser and race to open my this topic and past what i'm typing....cursor still jumps to earlier parts of my typing...its not malware but the IT friends i've consulted are lost for new solutions.
ok...will past a few which i have edited earlier. wish me luck.
