I think that "odd tool" is meant to be a version of a shepherd's axe, as explained on Wikipedia:  Shepherd's Axe   :)

Thanks for clearing that up Indianna, sounds like an ancient Swiss  army knife,

"it's a walking stick, no its a hammer, no its an ax, no its a self defense weapon, what can your Shepard make of this spectacular new piece of wood? No matter how it's used he will have plenty of carving surface for all those lonely nights. "
If you hear the sound of the bell which will tell you that Grigori has been killed, if it was your relations who have wrought my death, then no one in the family will remain alive. They will be killed by the Russian people. :prays:

I wondered about that tool too! It looks to me like a turf-cutting spade used to cut peat turves, e.g. http://www.pcl-eu.de/virt_ex/detail.php?entry=05 (these are Irish turf spades), perhaps combined with a shepherd's crook?

Stop that whittling!
At that moment the ship suddenly stopped rocking and swaying, the engine pitch settled down to a gentle hum. 'Hey Ford.' said Zaphod, 'that sounds good. Have you worked out the controls on this boat?' 'No,' said Ford, 'I just stopped fiddling with them.' (With thanks to Douglas Adams)

I think it looks like some sort of "shovel" - I don't know the name in english.. But why would a shepherd need one?

What a very interesting and charming set particularly that walking stick if it is a Sheperd's Axe then it sounds very cool and versatile just the sort of thing I'd love since I do a lot of conservation work and have been brought up doing lots of walking in the countryside  ;)

It's one of the sets my older brother and sister had, we used the sickle often with the pirates.
