Looking up TLG on google, it seems to be some form of construction company for business.  Am I right? 

I was a bit puzzled at first as to what the company was as the spade in the second picture looks rather like a rifle with bayonet!

TLG is a company that deals with real estate. And they focus on big eastern germany buildings.
They renovate and modernize real estate and offer them as office space and rent building complexes to companies.

There are rumors that this give-away has been added as a gimmick to a newspaper, but reordering
this issue resulted only into versions without the figure and TLG refused purchase opportunities from
collectors, as far as I know...

Thanks for the extra info, socrates.  It's interesting what is rumoured about the newspaper.  If it's true, it may have increased sales in the short term and reduced them in the long term.
