  The railway will be the dominant element and I think it would be interesting to embrace the railway theme and “go with it” rather than worry about fitting in lots of other themes.

Gordon mentioned that the railway could run end to end (without turning loops) as this takes up less space as each end.  I am fine with this option.

I’ll leave you to work up some options.

I'd got the idea that the railway was a sort of backdrop or setting to the rest of the city life area, that's why I suggested the end-to-end approach whcih would have had a timetable for the train(s) to run to and a bit of shunting  to allow different types of trains and arrangements of rolling stock to be used.

In looking at a continuous running layout, I've been designing things with space left outside the railway track for other aspects of Playmobil, e.g. shops, police etc.

The size could be a problem, but, it looks great!
The 4052-loco could be another problem... it does not run on plastic tracks.
(but it looks nice)

This is all up for discussion but your approach is sound.  My feeling is that the train railway can run along the back of the whole display - there will be 16ft of lower level in front of a narrow raised railway - where it will be a backdrop. 

The allocation of space at each end depends on the railway layout.  What I would like to do is give you the freedom to come up with a layout that you are excited about.  We can then work City Life theme sets into this.

I only used that and the carriages for Gordon's reference, as I don't have a 4019

I'm looking at a loop at each end with sidings inside it and, maybe, at one end a siding outside it being repaired.  The internal sidings I'm planning to base on the layout I have in mind for my "permanent" layout which will be an end-to-end one.  However, they will have to be reduced in size as the planned Beachtown terminus is 13 feet long and Seaport is 15 feet! But even scaled down, there should be room for Damo's station.

Damo, can you give me approx measurements, please?
