They almost look custom

I've never seen those windows before so they very well might be custom.  They do look very Roman.  Blader does great work!

I think they are probably a railing which has been adapted to make a latticework shutter.  Both the Victorian mansions and the fair tale buildings have railings with a similar pattern which may have formed the basis for them.
