I received scans of 4264 - Police Headquarters this week, and the rifle clip is indeed 30 28 9280; the rifle is new as well, 30 28 9270.   It looks like a grey version of 30 03 6820 - Rifle with scope to me. Flashlight, the already existing 30 03 4630 - Flashlight, small.  Hope this helps!
