The notification system relies heavily on cookies, so if you are clearing those frequently after a browsing session there's a chance it might disrupt the notification system.
I have my explorer set to erase my browsing history every time I close it down, I wonder if that could have anything to do with it? I don't really se how it could. I do allow cookies from my favorites, and of course PF is one of my favorites.
