I believe it is a US exclusive. Those little cat tails seem to come in some sets and not others, or sometimes a set will come with not enough to go with all the plants. Not sure what the deal is with that. ???

Plus that plant part comes in a variety of colors and sometimes even shows up used as coral underwater.

any idea of why all flamingoes have the plastic base for their legs? i find it totally unecessary...or is it for when kids play with them in the water?

They tip over pretty easily without it. I find when you bend the flamingo down its even more likely to fall. Or if your house isn't exactly level  ::)

Yeah, I can't get them to stand up without them. I wish they had them for the storks. It drives me mad trying to keep storks on their feet.
