This is an underlying question about the world map as we've done it so far. From this point forward should we assume that borders are locked in and there will be no changes, or will we allow changes if they meet some guidelines?
The guidelines under discussion are a volume limit where once it's been reached you can not grow and can only change by shrinking or exchanging territory. All territory changes involving changes to joint borders must be approved by everyone along that border.
Very importantly - no changes will ever be made unless they are a natural result of something that has been shown in a photo story.
This project is about stories happening in a shared world with shared references. The map is simply a reference tool and not an end in itself.
