According to my contacts at Playmobil, the answer is "No".  The 123 series is designed for children under 3 who like to put things in their mouths and so the last thing Playmobil want is the figures being easily taken apart or even being taken apart with difficulty.  I imagine that the figures could be taken apart in practice but that the end result would be a pile of very battered bits and pieces which couldn't be used again.

I know i have a few hair pieces from 123 so I know that those come off. Now how they came off is a different story as i received them in misc. lots off ebay . I would just say grab some tools and start operating

I think it is possible, but certainly not as easy as disassembling a normal Playmobil figure.

A PlaymoFriends member posted a pic of an "exploded" 1-2-3 figure on another forum once.
I've just done a quick search but I can't find it.
Maybe he still has the photo - I'll ask. ;)

I hate not being able to find something that I'm certain I've seen. :P
Searching 123, 1-2-3 and 1*2*3 turned up zero posts so I had to try another tack. 8}

Anyway, I have now attached the pictures I was talking about.
They were first posted by Richard at Playmoboard in 2004. :)

The first shot is a custom where he put a 1-2-3 head on the body of a normal klicky. I believe he had to trim a bit of the head pin in order to get them to fit together.
The second is the exploded view showing all the inner workings of a 1-2-3 figure.

Looks like you just have to rip the head off.

Tie one end to your car's fender and the other end to your neighbor's rain gutter and I bet it will come off.

The rain gutter, I mean.

Are the 123 figures the ones that have plugs in the hair to attach to the head? I received one in a lot from EBay and tried to take it apart like the others but it was not easily done! Once I had it apart and I saw the plug in the hair I thought I had a knockoff or mutant on my hands.

Live and learn!

They are extremely cute. I have boxes and boxes of them in my loft because my kids have now outgrown them.

Surely you're not considering enlisting them into your Playmo army too?  ;)
