I think I have not seen these legs with brown boots before, or the dark grey vest. Were they perhaps used before in a set?

The legs in that colour & with that print are 100% sure something new (the vest in that grey too I think), so they must come from a figure that is not yet announced or released... Most probably from Malta, like Tahra said.
