What size is it?
The number in the bottom left corner doesn't look like a PM number.

it's A3 size, pretty big. Got it with a large box of pm's. Can't find it through PlaymoDB or anywhere else...

I'm 95% sure it's not Playmobil. The lily pads look very similar to Playmobil though.

Well I haven't seen these things in cardboard, so I can't be sure.
But I have seen Playmobil carpets (play-carpets for children) with very similar colours and drawings on them. They were definitely PM, and I have never seen them advertized anywhere (or for sale in any other store, for that matter).
